Planejamento participativo no Ceará (PPA 2024-2027): deliberação e redistribuição na Região Metropolitana do Cariri- Ceará.

Abstract

O presente estudo versa sobre os processos participativos no ciclo do Plano Plurianual (PPA) do Estado do Ceará (2024-2027), com ênfase na Região Metropolitana do Cariri RM Cariri). Embora, desde 2012, o estado adote metodologias participativas como audiências regionais, oficinas territoriais e consultas digitais, a efetividade desses mecanismos permanece pouco investigada, especialmente em territórios intermediários. Parte-se da premissa de que a participação social pode expressar avanços procedimentais de deliberação, ao mesmo tempo em que revela limites estruturais de redistribuição, demandando uma análise crítica de sua tradução institucional no planejamento público. A pesquisa fundamenta-se em dois eixos analíticos centrais: deliberação e redistribuição. A dimensão deliberativa permite examinar a qualidade dos espaços participativos, considerando critérios como abertura, escuta pública e possibilidade de incidência nas decisões. A dimensão redistributiva volta-se à análise da tradução das contribuições sociais em prioridades do planejamento estadual, observando em que medida propostas territorializadas influenciam a definição de diretrizes e a alocação de recursos. O objetivo geral consiste em compreender como se configuram os mecanismos e práticas participativas no ciclo do PPA do Estado do Ceará (2024-2027), com foco na RM Cariri, e em que medida esses arranjos institucionais possibilitam ou limitam processos de deliberação e redistribuição de prioridades públicas. Metodologicamente, adotou-se uma abordagem qualitativa, interpretativa e documental, estruturada no formato multipaper, composta por três artigos: (i) revisão integrativa da literatura brasileira recente sobre participação social no planejamento público; (ii) estudo de caso do desenho institucional da participação no PPA 2024-2027, a partir da Região de Planejamento do Cariri; e (iii) análise documental da tradução institucional das propostas deliberadas, com recorte na RM Cariri, a partir da abordagem redistributiva em Nancy Fraser. Os resultados indicam que, apesar da expressiva mobilização social e da produção deliberativa territorialmente localizada, a participação concentra-se nas etapas iniciais do ciclo do planejamento, com fragilidades persistentes na devolutiva, no monitoramento e, sobretudo, na tradução das propostas em diretrizes priorizadas, evidenciando um descompasso entre reconhecimento procedimental e redistribuição de prioridades. O estudo contribui ao demonstrar que a limitação da efetividade participativa não decorre da ausência de engajamento social, mas de bloqueios institucionais no desenho do PPA. Como agenda de pesquisa futura, destaca-se a necessidade de estudos que operacionalizam empiricamente as categorias de Nancy Fraser, incorporando dados orçamentários, de execução e de monitoramento, bem como análises comparativas entre regiões e escalas territoriais. Como devolutiva social, elaborou-se uma cartilha em linguagem acessível, destinada a ampliar a compreensão pública sobre o PPA e seus mecanismos participativos, reforçando o papel do planejamento como arena de disputa política, institucional e redistributiva.

This study analyzes participatory processes within the policy cycle of the Multi-Year Plan (Plano Plurianual - PPA) of the State of Ceará (2024-2027), with a particular focus on the Cariri Metropolitan Region (RM Cariri). Although since 2012 the state has adopted participatory methodologies such as regional hearings, territorial workshops, and digital consultations, the effectiveness of these mechanisms remains underexplored, especially in intermediate territories. The study is grounded in the premise that social participation may simultaneously express procedural advances in deliberation and reveal structural limits to redistribution, thus requiring a critical analysis of its institutional translation within public planning. The research is structured around two central analytical axes: deliberation and redistribution. The deliberative dimension examines the quality of participatory spaces, considering criteria such as openness, public listening, and the possibility of influencing decision-making. The redistributive dimension focuses on the analysis of how social contributions are translated into priorities within state planning, observing the extent to which territorially grounded proposals influence the definition of policy guidelines and the allocation of resources. The overall objective is to understand how participatory mechanisms and practices are configured in the PPA cycle of the State of Ceará (2024-2027), with a focus on the RM Cariri, and to assess the extent to which these institutional arrangements enable or constrain processes of deliberation and redistribution of public priorities. Methodologically, the study adopts a qualitative, interpretive, and documentary approach, structured in a multipaper format and composed of three articles: (i) an integrative review of recent Brazilian literature on social participation in public planning; (ii) a case study of the institutional design of participation in the PPA 2024-2027, based on the Cariri Planning Region; and (iii) a documentary analysis of the institutional translation of deliberated proposals, focusing on the RM Cariri, informed by Nancy Fraser’s social justice framework. The results indicate that, despite significant social mobilization and territorially localized deliberative production, participation is concentrated in the initial stages of the planning cycle, with persistent weaknesses in feedback, monitoring, and, above all, in the translation of proposals into prioritized guidelines. This reveals a mismatch between procedural recognition and the redistribution of priorities. The study contributes by demonstrating that the limited effectiveness of participation does not stem from a lack of social engagement, but rather from institutional bottlenecks in the design of the PPA. As a future research agenda, the study highlights the need for investigations that empirically operationalize Nancy Fraser’s categories, incorporating budgetary, implementation, and monitoring data, as well as comparative analyses across regions and territorial scales. As a form of social feedback, an accessible guide was produced to broaden public understanding of the PPA and its participatory mechanisms, reinforcing the role of planning as an arena of political, institutional, and redistributive dispute.
